Contraband
It is a criminal offense in Washington, D.C. for an unauthorized person to (1) introduce or attempt to introduce (2) into or upon the grounds of any D.C. penal institution (3) any narcotic drug, weapon, or other contraband article or thing, or any contraband letter or message (4) which is intended to be received by an inmate. Penal institution is defined broadly to include a halfway house.
Introducing contraband into a D.C. penal institution is a felony. The maximum penalty is 10 years of imprisonment. D.C. Criminal Code 22-2603.
